The Department of Land and Natural Resources (DLNR) ordered the temporary closure of state forests on Hawaii island and Maui on September 11, 2018 as preparation for the arrival of Hurricane Olivia. The mandated closure of publicly accessible lands is a standard operating procedure that aims to keep everyone safe during hurricanes and tropical storms. Forest reserves, wildlife sanctuaries, game management areas and public hunting areas managed by the Division of Forestry and Wildlife will also be closed as well as the Waianapanapa State Park in Maui. Closures will remain in effect unless further notice is released by the officials.

Haleakala is a shield volcano, a volcano composed of fluid lava flows, that forms the 75 percent of Maui island. The volcano’s tallest peak reaches 10,023 feet and its surrounding walls are consisting of scattering volcano cones. The volcano alert level of Haleakala was declared normal by the US Geological Survey as of August 2015 which designates its volcanic activity as a non-eruptive phase. Advanced dating tests showed that the volcano last erupted in the 17th century. Haleakala is also the most sought-after location for astrophysical ground-based telescopes due to its elevation, absence of city lights and stillness of the air.
